Problem solving
This actually looks like a pretty normal flow chart to solving problems in general for much of the world, from what I can tell:

I think that's kind of his point. People who are treated by friends/family/coworkers as "computer experts" are just using common sense problem solving techniques, which you too can apply to the problem.
My best friend/coworker/fellow "computer person" just sent this to me. We both do tech support and I want to pass it around to some of my relatives.
