We can rip the audio and do some acoustic analysis if anybody cares, but I can't see this as ambiguous. Besides, I agree with Biden: This IS "a huge fuckin' deal".
Yeah, it's a barely language-related angle, but hey, it's an angle.

But Wait - I wonder if the infix construction (if that's the right thing to call it -- help me, Mr. Verb) really qualifies as a "bomb."
I could imagine calling it a "bomb" if he had said something along the lines of" "Look at those f-ing Republicans now." But this little intensifier, in that position?

At any rate, infixation is not the prototypical f-bomb, I agree.
Maybe Anonymous (not me, the other one) is not sure about what infixes are. That would be 'outfuckinrageous' or 'unfuckinbelievable.' I agree that it didn't sound like that's what Biden said.
Not an infix. But it is more an intensifier, which recently has had its offensiveness debated IIRC. A true F-bomb might be more of a "fuck you" or some other obviously angry/ deliberately rude use.
